CSSIW guidance on RISCA changes issued

Providers have until November 15 to complete their online SASS as the first step in the transition process of the Regulation and Inspection of Social Care (Wales) Act 2016 which will come into effect from April 2018.

The SASS, which should take around 15 minutes to complete, is to confirm your details are correct and whether you are intending to continue providing a care service after April 2018. If you are, you will need to re-apply for registration by June 30, 2018, if you run a care home and by August 31 if you run a domiciliary care agency.

CSSIW will be writing to all providers with transitional guidance during October and holding advice sessions on the detail required for registration and the Statement of Purpose. We expect that the transitional guidance will reflect Welsh Government’s response to phase 1 of the RISCA consultation around the role of the Responsible Individual, who should be someone senior within the organisation with sufficient influence to be held accountable (although the provider will still be responsible too).

While we anticipate that there will be no change in regard to this stipulation, we hope that there may be some easing around the frequency of site visits and delegation. We are also working with Social Care Wales on the learning resources for Responsible Individuals to try and address some of the concerns you have raised around how the role fits with the Registered Manager and the Provider.
